Underground Storage of Greenhouse Gases

Washington, D.C. – July 15, 2008
Today, EPA is proposing a rule that supports promising technologies to prevent industrial emissions of carbon dioxide. Secure, long-term underground storage of the greenhouse gas is one way scientific innovation could lessen the effects of climate change.

“Today’s proposal paves the way for technologies that would protect public health and help reduce the effects of climate change,” said EPA Administrator Stephen L. Johnson. “With proper site selection and management, geologic sequestration could play a major role in reducing emissions of carbon dioxide into the atmosphere.”

EPA’s proposed regulation creates a consistent, national framework for the injection of carbon dioxide underground and protection of underground drinking water resources. The rule would create a new class of injection wells under the authority of the Safe Drinking Water Act’s Underground Injection Control (UIC) program.

The proposed rule builds on the existing UIC program, including extensive requirements to ensure wells are appropriately located, constructed, tested, monitored, and ultimately, closed with proper funding. It would apply to owners and operators of wells that will be used to inject carbon dioxide into the subsurface for the purpose of long-term storage.

Carbon capture and storage is part of a portfolio of technologies available to reduce greenhouse gas emissions. EPA is coordinating with the Department of Energy on carbon sequestration research and development.

EPA is requesting public comments on the proposed rule for 120 days.

Lawmaker’s Investments

From an article by Lindsay Renick Mayer in Capital Eye:

The most recent personal financial disclosures show that members of Congress had at least 45 times more money invested in the oil and gas industry (at least $20.6 million) than in public companies that provide green products and services (at least $452,100). This includes companies that develop renewable energy products, manufacture energy efficiency products, recycle material or create wind or solar products.

The amount of money members have plunked down on these green stocks has actually decreased 23 percent since 2004, while investments in oil and gas have increased by 30 percent.

It get’s more interesting:

Democrats, who have tried repeatedly in the last year to pass legislation that would tax oil companies and use the money for wind and solar energy subsidies, have even less money invested in green stocks than Republicans in 2006, at least $59,300 compared with at least $392,600.

In 2006, lawmakers had at least $825,400 invested in the companies that stand to profit the most from corn-based ethanol production, including agribusiness giant Archer Daniels Midland. Democrats had 75 percent of those investments (though Sen. John Kerry and his wife,  Teresa, own 60 percent alone).

The ten Northeast and Mid-Atlantic States participating in the Regional Greenhouse Gas Initiative (RGGI) today took the next step toward launching the first-in-the-nation auction of carbon dioxide (CO2) allowances. The RGGI states issued a preliminary release of technical materials outlining the process and requirements for market participants interested in bidding in the first auction.

This early release of materials provides information related to the auction schedule, the eligibility criteria for bidders, the auction format, and procedures for how potential bidders can become qualified to participate and indicate their intent to bid. Included in these materials is a detailed description of the information that will be included in the formal auction notice, scheduled to be released on July 24, the official start of the 60-day pre-auction process.

Oil Prices

Airlines, among the biggest casualties of high oil prices, seem to believe that financial players are skewing the oil market. A dozen of the airlines have e-mailed their customers and frequent flyers to ask them to press Congress to regulate oil markets more closely to stifle “unchecked market speculation and manipulation.”
The e-mail sent by United Airlines said: “Twenty years ago, 21 percent of oil contracts were purchased by speculators who trade oil on paper with no intention of ever taking delivery. Today, oil speculators purchase 66 percent of all oil futures contracts, and that reflects just the transactions that are known. Speculators buy up large amounts of oil and then sell it to each other again and again. A barrel of oil may trade 20-plus times before it is delivered and used; the price goes up with each trade and consumers pick up the final tab. Some market experts estimate that current prices reflect as much as $30 to $60 per barrel in unnecessary speculative costs.”

Regulating Greenhouse Gas Emissions and The Clean Air Act

In April of 2007 the Supreme Court ruled that the EPA had the right to regulate greenhouse gas emissions “if EPA determines they cause or contribute to air pollution that may reasonably be anticipated to endanger public health or welfare.” As you can imagine, this has caused no small amount of handwringing in the current Administration. EPA today issued an Advance Notice of Proposed Rulemaking that begins to deal with the issue (and ‘begin’ is the operative word…). There are some wonderful references to the Clean Air Act by the EPA Secretary and others in their introductory remarks…’antiquated’, ‘outdated’….

Collapse…and innovation

I heard yesterday that Hank Paulson, US Treasurer, was suggesting it might be necessary for the Fegeral government to “rescue” Fannie Mae and Freddie Mac (I put quotes on the rescue because I did not read his remarks…only heard a report…and you can bet about $5 Trillion they were very carefully worded). Today I notice the stock prices have collapsed.

I’ve been thinking how this change in real estate finance is also an opportunity to reorganize the incentives in real estate finance. It also has me wondering how strong is the relationship between ecosystem services provided by real estate and real estate value…kind of an advancement of the concept of ‘location, location, location’. Are the neighborhoods that are most distressed by foreclosure also poor providers of valuable ecosytem services?

It also has me thinking about how innovation works….since we’re talking real estate, here is an article on innovation in homebuilding:

Give me that old time religion…and lots of big machines

After discussions over the past few days concerning stormwater utilities and both point and non-point source pollution, I was doing some research on financing stormwater system improvements. I wondered how the Narragansett Bay Commission collects fees from residential and commercial customers…so I looked at their 2007 Annual Report.

I would call it the ‘big machines solve problems’ approach to pollution. The Narragansett Bay Commission has build a 300 foot deep, three mile long, sixty-five million gallon “Main Spine Tunnel” to hold stormwater during heavy rain events so that it can be treated before going to the Bay.

I think it cost around $500 M and obviously used many big machines….sort of the Robert Moses approach.

My apologies, I generally try to not be cynical about technology (I’m an engineer for God’s sake), but this one has for several years sent me over the edge.
